La plataforma E-Bus Radar (www.ebusradar.org) acompaña la implementación de autobuses eléctricos a batería (BEBs) y trolebuses en los sistemas de transporte público de las ciudades latinoamericanas, y sus reducciones asociadas en las emisiones de gases de efecto invernadero en comparación con los modelos convencionales. La plataforma fue creada y es mantenida por la asociación Zero Emission Bus Rapid-deployment Accelerator (ZEBRA), co-liderada por el Consejo Internacional de Transporte Limpio (ICCT) y la organización C40 Cities.

Este trabajo presenta la nueva metodología de cálculos de la plataforma E-Bus Radar, con el desarrollo de una evaluación del ciclo de vida (ECV) para estimar las emisiones de gases de efecto invernadero evitadas con la introducción de autobuses eléctricos a batería y trolebuses. Con esta actualización, los resultados obtenidos contabilizan las emisiones de escape y las emisiones asociadas a la fabricación del vehículo y de la batería, al mantenimiento del vehículo y a la producción de combustible y electricidad, teniendo en cuenta valores específicos de los países de América Latina.

Los autobuses se clasifican en cinco categorías: trolebuses de 12 a 15 m, trolebuses de más de 18 m, BEBs de 8 a 11 m, BEBs de 12 a 15 m y BEBs de más de 18 m. Para cada categoría y ciudad, las emisiones calculadas se estiman en base a la información técnica y operativa proporcionada por las autoridades de transporte público y los fabricantes.

El financiamiento para este trabajo fue generosamente proporcionado por el Instituto Clima y Sociedad (iCS).

A plataforma foi criada e é mantida pela parceria Zero Emission Bus Rapid-deployment Accelerator (ZEBRA), co-liderada pelo Conselho Internacional de Transporte Limpo (ICCT) e a organização C40 Cities.

Este trabalho apresenta a nova metodologia de cálculos da plataforma E-Bus Radar, com o desenvolvimento de uma avaliação do ciclo de vida (ACV) para estimar as emissões de gases de efeito estufa evitadas com a introdução de ônibus elétricos a bateria (BEBs) e trólebus. Com esta atualização, os resultados obtidos contabilizam as emissões de escapamento e as emissões associadas à fabricação do veículo e da bateria, à manutenção do veículo e à produção de combustível e eletricidade, levando em consideração valores específicos de países na América Latina.

Os ônibus são classificados em cinco categorias: trólebus de 12 a 15 m, trólebus acima de 18 m, BEBs de 8 a 11 m, BEBs de 12 a 15 m e BEBs acima de 18 m. Para cada categoria e cidade, as emissões calculadas são estimadas com base em informações técnicas e operacionais fornecidas pelas autoridades de transporte público e pelos fabricantes.

The E-Bus Radar platform (www.ebusradar.org) monitors the implementation of battery electric buses (BEBs) and trolleybuses in the public transport systems of Latin American cities, and their associated reductions in greenhouse gas emissions compared to conventional models. The platform was created and is maintained by the Zero Emission Bus Rapid-deployment Accelerator (ZEBRA) partnership, co-led by the International Council on Clean Transportation (ICCT) and C40 Cities.

This work presents the updated methodology used by the E-Bus Radar platform to estimate greenhouse gas emissions avoided with the introduction of battery electric buses and trolleybuses. With this update, which includes the application of a life-cycle assessment, the results obtained account for exhaust emissions and emissions associated with vehicle and battery manufacturing, vehicle maintenance, and fuel and electricity production. The methodology uses country-specific values to provide reliable life-cycle emission estimates tailored to the local market.

The buses are classified into five categories: trolleybuses from 12 to 15 m, trolleybuses over 18 m, BEBs from 8 to 11 m, BEBs from 12 to 15 m, and BEBs over 18 m. For each category and city, the calculated emissions are estimated based on technical and operational information provided by public transport authorities and manufacturers.

La contaminación del aire por las emisiones del transporte por carretera es una preocupación importante de salud en la Ciudad de México, donde las concentraciones de PM2.5 y O3 exceden regularmente las normas nacionales e internacionales. Este estudio de la Iniciativa TRUE, para el cual el ICCT actúa como socio técnico, evalúa las emisiones reales de vehículos de pasajeros, taxis y camiones ligeros en la Ciudad de México y la región circundante, analizando el monóxido de carbono, hidrocarburos, óxidos de nitrógeno y humo ultravioleta. Este estudio encuentra que los vehículos más antiguos contribuyen desproporcionadamente a las emisiones viales en la Ciudad de México: por ejemplo, aproximadamente la mitad de las emisiones de vehículos de pasajeros a gasolina provienen de autos de más de 14-17 años de antigüedad, los cuales representan menos de una quinta parte del parque vehicular. Los taxis exhibieron emisiones promedio particularmente altas, en parte debido a la prominencia del Nissan Tsuru, que emite mucho, entre los taxis anteriores a 2016.

Estos hallazgos señalan el potencial de grandes reducciones en las emisiones mediante políticas diseñadas para dirigirse a los vehículos más antiguos y de mayores emisiones para su mantenimiento o reemplazo. Otras recomendaciones de política incluyen la adopción de una zona de bajas emisiones en el centro de la Ciudad de México, la armonización de programas de inspección y mantenimiento entre estados, y medidas regulatorias e incentivos gubernamentales para impulsar la transición a vehículos de baja o cero emisiones.

Air pollution from road transportation emissions is a major health concern in Mexico City, where PM2.5 and O3 concentrations regularly exceed domestic and international guidelines. This TRUE Initiative study, for which ICCT serves as technical partner, evaluates real-world emissions from passenger vehicles, taxis, and light-duty trucks in the Mexico City and the surrounding region, assessing carbon monoxide, hydrocarbons, nitrogen oxides, and UV smoke. This study finds that older vehicles contribute a disproportionate share of road emissions in Mexico City: for instance, roughly half of gasoline passenger vehicle emissions were from cars over 14-17 years old, which made up less than one-fifth of the fleet. Taxis exhibited particularly high average emissions, partly owing to the prominence of the high-emitting Nissan Tsuru among pre-2016 taxis.

These findings point to the potential for large reductions in emissions from policies designed to target the oldest, highest-emitting vehicles for maintenance or replacement. Other policy recommendations include the adoption of a low-emission zone in downtown Mexico City, the harmonization of inspection and maintenance programs across states, and regulatory measures and government incentives to spur the transition to lower-emitting and zero-emission vehicles.

In 2021, Colombia became the second market with the most electric buses in the world and by September 2022 it exceeded 1589 electric buses. Colombia is a leader in goals and actions towards the decarbonization of public transportation. The city of Bogota D.C. is the focal point of these advances. As a mentor city of the TUMI E-Bus Mission, it seeks to share its lessons of success to other cities and countries in Latin America and around the world.

In Colombia, thanks to public policies, there are requirements for a minimum purchase of 30% of electric vehicles in the public transport fleet by 2025. According to the requirements imposed by the national government for large cities, a minimum purchase of electric buses is required, starting in 2025 with 10% and progressively increasing to reach 100 % in 2035.

Specifically in Bogotá, the local government has gone further and has established that it will not allow new internal combustion buses as of 2022. To achieve this, the business models, vehicle typologies and recharging infrastructure necessary for the use of zero-emission buses will have to be in place.

This case study is part of a trilogy of analyses on the strategies that Bogotá has planned for the transportation sector, from a past marked by the use of polluting technologies to the creation of a more sustainable model for the entire region. The basis of this trilogy is to explore the electric bus industry by addressing several topics, among which is the technology upgrade plan, which is the focus of this document and has been a fundamental tool in reaching the current goal of 1485 electric buses in the city.

This report details the elements of the Technology Ascent Plan (PAT), a document that presents specific goals to improve air quality and reduce public health impacts in Bogotá, Colombia, through operational monitoring and follow-up mechanisms coordinated by three different institutions: the Secretariat of Mobility, the District Secretariat of Environment, and TransMilenio. The authors explore its main components and analyze the development of guidelines for the implementation of zero or low emission vehicles, the creation of a database with information in the public domain, and the definition of clean mobility strategies in an evaluation and control program. This is an important document to guide the decarbonization of the city’s fleet, with measures and strategies that can serve as a model for other cities in the country and in Latin America to adopt.

Congratulations to our talented marine team for being selected to lead an official study on the impacts of a proposed Emission Control Area in the adjusted EU countries in the North Atlantic (AtlECA). The research will include analyses of emission reductions, public health impacts, and economic benefits of establishing the AtlECA.

International shipping significantly contributes to sulfur (SOx) and nitrogen oxide (NOx) emissions in the atmosphere, which causes adverse environmental and health effects, such as contributing to premature deaths and disrupting aquatic and terrestrial ecosystems. Studies have shown that ECA’s surrounding the continent could lead to significant health benefits for those living in coastal communities. ECA’s have already been established in the North, Baltic, and Mediterranean Seas. This study would suppor the establishment of a new ECA connecting the already established control areas.
